HALLANDALE BEACH --Whips, electric prods and bullhooks used to gouge and beat circus elephants are now outlawed in Hallandale Beach.
The prospect of a traveling circus coming to town prompted the ban, approved by commissioners during a meeting Tuesday.
Animal activist groups applauded the move, saying they hope it sparks a trend among cities aiming to ensure the humane treatment of animals.
"The commission's action puts Ringling Bros. and other circuses on notice that forcing elephants and tigers to perform through beatings will no longer be tolerated," said Delcianna Winders, a spokeswoman for PETA.
PETA has gathered photos and videos showing Ringling trainers and handlers using bullhooks to beat and jab elephants and their babies.
